Institutionalisation and governance in the Basque territories
Abstract
This article realizes a comparative analysis of the levels of institutionalization and governance in the Basque territories located on both sides of the border. It defends the hypothesis that, if the Basque Autonomous Community and the Foral Community of Navarre are characterized by a high level of institutionalization by virtue of the broad powers granted by their respective statutes of autonomy and the considerable fiscal autonomy granted by the Economic Agreement and Convention, they suffer from a low level of governance because of the strong verticality prevalent in decision-making and the limited and often conflictive relations between institutions and organized civil society. The northern Basque Country, however, combines a low level of institutionalization, given that it has had its own institution with limited powers and reduced fiscal autonomy since January 2017, with a high level of governance thanks to the new way of developing and evaluating public policies conceived and implemented since the mid-1990s.
